In implementing the pilot programs under this section, the Secretary would be authorized to waive such requirements in subchapters I, II and III of chapter 17 of title 38, U.S.C., as may be necessary solely for the purpose of carrying out this section with respect to testing models under this program.

Before VA could waive any of these authorities, VA would have to submit a report to Congress explaining the authorities to be waived and the reasons for such waivers, along with other information. Upon receipt of a report from VA, Congress would be required to submit the report to each standing committee with jurisdiction to report a bill to amend the provision or provisions of law that would be waived. If Congress enacted a bill or joint resolution approving the requested waiver in its entirety, VA would be allowed to act upon that waiver.
