Future VIC Positions

VIC-CPI portfolio is focused on implementing care and payment innovation authorized by VA MISSION Act, Section 152. 1703E. Passage of the MISSION Act authorized the creation of a center for care and payment innovation focused on achieving cost savings without hurting quality. The Secretary, acting through the Center, may carry out such pilot programs the Secretary determines to be appropriate to develop innovative approaches to testing payment and service delivery models to reduce expenditures while preserving or enhancing the quality of care furnished by the Department. Per statute, the Secretary has directed VA’s Innovation Center (VIC), in the Office of Enterprise Integration (OEI), to implement MISSION Act Innovation.

Service Director; Service Delivery Models (GS 14/15 [0671] - Supervisor)

The primary focus of the role will be partnering with the Executive Director of the VIC to lead the problem curation and solution concept development required to design and launch service delivery innovation pilot programs. Efforts will involve designing new approaches to testing and scaling systematic changes to primary care practices and health systems to improve the value of care and services furnished by the department. Significant opportunity to demonstrate subject matter expertise with multiple research methods and tools, clinical protocols, care pathways, policy analysis and public affairs. The incumbent will lead a team of health system specialists and health services investigators.

Service Director; Payment Models (GS-14/15 [0671] Supervisor)

The primary focus of the role will be partnering with the Executive Director of the VIC to lead the problem curation and solution concept development required to design and launch payment innovation pilot programs. Efforts will involve designing new approaches to testing and scaling alternative payment methods and tools to improve the value of care and services furnished by the department. Significant opportunity to demonstrate subject matter expertise with multiple research methods and tools, alternative payment approaches, policy analysis and public affairs. The incumbent will lead a team of health system specialists and health services investigators.

Service Director; Measurement and Evaluation (GS-14/15 [0600] Supervisor)

The primary focus of the role will be partnering with the Executive Director of the VIC to lead the technical direction, quality assurance oversight, and management of a portfolio of Impact, performance, and process evaluation projects related to pilot programs under development and during implementation. Efforts will involve conducting pilot and scoping studies, impact and performance evaluations, needs assessments and environmental scans. Significant opportunity to demonstrate subject matter expertise with multiple research methods and tools, rigorous evaluation methods, policy analysis and public affairs. The incumbent will lead a team of health services investigators and policy analysts.

Service Director; Regulation and Policy (GS-14/15 [0340] Supervisor)

The primary focus of the role will be partnering with the Executive Director of the VIC to lead the regulation, policy and administrative work related to pilot programs under development and during implementation. Efforts will involve conducting systematic reviews of regulations and policy, developing requests for information (RFI) and requests for proposals (RFP) to support pilot program demonstrations. RFI and RFP efforts will support broader efforts to complete comprehensive market research to source pilot demonstration participants. Significant opportunity to demonstrate subject matter expertise with VA regulations and policy, rulemaking, legislative and contracting protocols. The incumbent will lead a team of policy analysts, program managers and administrative officers.

Health Services Investigator (GS 11/12/13/14 [0600])

The primary focus of the role will be supporting the problem curation and solution concept development required to design and launch care and payment innovation pilot programs. Significant opportunity to demonstrate proficiency with multiple research methods and tools, rigorous evaluation approaches, policy analysis, design thinking and public affairs.

Health Systems Specialist (GS 11/12/13/14 [0671])

The primary focus of the role will be supporting the problem curation and solution concept development required to design and launch care and payment innovation pilot programs. Significant opportunity to demonstrate proficiency with multiple research methods and tools, health care business model/concept design, health system redesign, practice transformation, feasibility assessment and design thinking.

Policy Analyst (GS 11/12/13/14 [0343])

The primary focus of the role will be supporting the assessment of VA regulation and policy to identify opportunities for waiver requests in support of the development of care and payment innovation pilot programs. Significant opportunity to demonstrate proficiency with multiple research methods and tools, policy analysis, public affairs, regulatory analyses, and systematic assessments of potential variations in field implementation.

Administrative Officer (GS 11/12/13/14 [0340])

The primary focus of the role will be establishing and implementing the administrative activities and functions required to design and launch care and payment innovation pilot programs. Significant opportunity to demonstrate proficiency with multiple document development tools, policy analysis and public affairs.

Program Manager (GS 11/12/13/14 [0340])

The primary focus of the role will be enabling the effective program management and workflow optimization to support the problem curation and solution concept development required to design and launch care and payment innovation pilot programs. Significant opportunity to demonstrate proficiency with agile/scrum methods and tools, lean methodologies, multiple project management methods and tools and strategic communications.

VIC-JVI portfolio aims to maximize VA assets by leveraging resources of our public and industry partners while focusing on mission-critical issues. Portfolio service offerings are designed to prioritize big, bold ideas with the potential to deliver permanent solutions to persistent, systemic, VA and Veteran issues. Solutions developed and matured through the various VIC-JVI services will have the opportunity to be tested and scaled across the VA enterprise and industry. Services in the VIC-JVI portfolio seek to raise public awareness of priority issues VIC seeks to solve, develop compelling business cases that enable the execution of mutually valuable agreements with public and industry partners, incubate and accelerate innovative products and services, enable the rigorous evaluation of products and services developed in the VIC and facilitate enterprise-wide adoption through education and end-user training.

Director; Joint Ventures and Initiatives (GS-14/15 [0340] Supervisor)

The primary focus of the role will be partnering with the Executive Director of the VIC to establish and scale VIC-JVI services and solutions. The incumbent will provide strategic execution thought leadership to negotiate agreements that enables the VIC to maximize VA assets by leveraging resources of our public and industry partners. Efforts will involve the development and implementation of strategic communications and marketing campaigns designed to raise public awareness of priority issues VIC seeks to solve, development of compelling business cases, development of innovative products and services and efforts to drive adoption of innovative products and services across the VA enterprise. The incumbent will lead a team of management analysts and program analysts.

Program Analyst (GS 11/12/13/14 [0343])

The primary focus of the role will be collaborating with the Director; Joint Ventures and Initiatives (JVI) in the VIC, to establish and scale JVI portfolio programs and services and other VIC-JVI operations analysis required to fulfil our mission. Significant opportunity to demonstrate proficiency with MS Office Suite, and other document processing and data analytics environments. The incumbent will support executive stakeholder engagement requirements of the VIC-JVI Director, awareness campaigns, strategic communications, business case development, organization due diligence and deal negotiation, impact analysis and end-user adoption of new solutions.

VIC-OIC portfolio aims to innovate with external ideas and competition oriented, dynamic, financing mechanisms. By convening subject matter experts and multi-disciplinary teams, VIC-OIC will use the collective and creative problem-solving capabilities of the crowd with the common goal of solving curated VA and Veteran problems. Portfolio service offerings are designed to prioritize big, bold ideas with the potential to deliver permanent solutions to persistent, systemic, VA and Veteran issues. Solutions developed and matured through the various VIC-OIC services will have the opportunity to be tested and scaled across the VA enterprise and industry. Services in the VIC-OIC portfolio seek to establish enterprise-wide prize and challenge acquisition capabilities, manage broad agency announcements, leverage social impact financing, and facilitate crowdsourcing of solutions by hosting industry demo days and hackathons.

Director; Open Innovation Catalyst (GS-14/15 [0340] Supervisor)

The primary focus of the role will be partnering with the Executive Director of the VIC to establish and scale VIC-OIC services and solutions. The incumbent will provide strategic execution thought leadership to establish and scale open innovation programs to catalyze innovative solutions best positioned to sustainably improve the lives of those we serve. Efforts will involve developing a comprehensive, consultative sales approach to partnering with program offices and business owners across the VA. The incumbent will lead the evaluation and recommendation of viable sourcing mechanisms to meet the needs of program offices and business owners across the VA. Primary sourcing capability to be utilized will be enabling effective acquisition of solutions via prizes and challenges. Key outcomes based financing approaches will include social impact bond and pay for success grants. The incumbent will lead a team of project managers and program analysts.

Program Manager/Supervisor (GS 13/14 [0340])

The primary focus of the role will be collaborating with the Director; Open Innovation Catalyst (OIC) in the VIC, to establish and scale OIC portfolio programs and services and other VIC-OIC operations analysis required to fulfil our mission. Significant opportunity to demonstrate proficiency with MS Office Suite, and other document processing and data analytics environments. The incumbent will support executive stakeholder engagement requirements of the VIC-OIC Director, prize and challenge activities, facilitate social financing agreements, industry demo days, broad agency announcements and hackathons.

Project Analyst (GS 11/12/13/14 [0343])

The primary focus of the role will be working closely with VIC-OIC managers and leadership. The incumbent supports the development of portfolio strategy, standard operating procedures, new opportunities and job aides to manage multiple projects in the open innovation portfolio. The incumbent will also support executive stakeholder engagement requirements of VIC-OIC managers and leadership, strategic communications, event planning and execution.

VIC-IIC portfolio aims to facilitate root cause analysis engagements with leaders across the VA enterprise to evaluate and prioritize issues that could be resolved by sustaining or disruptive innovation. By leading ideation workshops and enabling innovation excellence capabilities, VIC-IIC will leverage the subject matter expertise of VA senior leaders to curate and prioritize persistent problems that constrain the ability of program offices to achieve their stated mission. Problem sets that are curated and comprehensively defined through the various VIC-IIC services will be evaluated to assess its impact across the VA enterprise and accelerated for resolution. Services in the VIC-IIC portfolio seek to facilitate ideation workshops, enable knowledge management of critical issues and facilitate innovation excellence.

Director; Internal Innovation Consulting (GS-14/15 [0340] Supervisor)

The primary focus of the role will be partnering with the Executive Director of the VIC to establish and scale VIC-IIC services and solutions. The incumbent will provide strategic execution thought leadership to establish and scale internal innovation consulting programs to engage VA leaders on critical issues, curate problem sets and identify solutions best positioned to sustainably improve the lives of those we serve. Efforts will involve developing a comprehensive, consultative sales approach to partnering with program offices and business owners across the VA. The incumbent will lead ideation workshops designed to engage VA leaders on critical issuing related to the mission or operations of their respective offices. Additional focus will include establishing knowledge management and innovation excellence capabilities to support agency priorities. The incumbent will lead a team of program managers and management analysts.

Program Manager (GS 13/14 [0340] Supervisor)

The primary focus of the role will be collaborating with the Director; Open Innovation Catalyst (OIC) in the VIC, to establish and scale OIC portfolio programs and services and other VIC-OIC operations analysis required to fulfil our mission. Significant opportunity to demonstrate proficiency with MS Office Suite, and other document processing and data analytics environments. Management Analyst (GS 11/12/13/14 [0343])

The primary focus of the role will be working closely with VIC-IIC managers and leadership. The incumbent supports the development of portfolio strategy, standard operating procedures, new opportunities and job aides to manage multiple projects in the internal innovation consulting portfolio. The incumbent will also support executive stakeholder engagement requirements of VIC-IIC managers and leadership, strategic communications, event planning and execution.

VIC-IBT portfolio aims to enable high-value collaboration with technical and topical subject matter experts from across the globe. Topical subject matter experts will provide insights on the critical issues affecting VA and Veterans while technology focused subcommittees of the VIC-IBT Advisory Taskforce will be led by Innovators-in-Residence. VIC-IBT Advisory Taskforce will facilitate high-impact collaboration and engagement with leaders across the VA enterprise to identify high-value use cases for emerging technology and prioritize projects and initiatives across the VIC portfolio that could benefit from emerging technologies. By enabling VIC-IBT Advisory Taskforce meetings, enabling emerging technology thought leadership and establishing a network of non-VA funders, VIC-IBT will leverage the subject matter expertise of Innovators-In-Residence to assess feasibility of new solutions and identify external funding sources.

Director; Innovation Brain Trust (GS-14/15 [0340] Supervisor)

The primary focus of the role will be partnering with the Executive Director of the VIC to establish and scale VIC-IBT services and solutions. The incumbent will provide strategic execution thought leadership to establish and scale Innovation Brain Trust programs to engage VA senior leaders and innovators on high-impact use-cases for emerging technology and identify solutions best positioned to sustainably improve the lives of those we serve. Efforts will involve recruiting emerging technology subject matter experts, conceptualizing and implementing key programs, facilitating active engagement and integration of appropriate expertise with all VIC portfolio project and initiatives. The incumbent will facilitate IBT Advisory Taskforce meetings designed to engage VIC and OEI leaders on critical issues facing the department or operations of their respective offices. Additional focus will include establishing IBT Think Tank strategic communications and funder network development strategies. The incumbent will lead a team of Innovators-In-Residence and management analysts.

Innovator-In-Residence (GS 14/15 [2210])

The primary focus of the role will be providing subject matter expertise on emerging technologies and advising VIC, OEI and VA senior leadership on viable use cases of those emerging technologies across all services and payments furnished by the department. Significant opportunity to demonstrate proficiency with emerging technologies such as Blockchain, Artificial Intelligence, Machine Learning, Virtual Reality, Augmented Reality and Internet of Things. Additional responsibilities include developing and promoting VIC thought leadership on emerging technologies and fostering a network of for-profit and non-profit funders eager to support VIC projects and initiatives.

Management Analyst (GS 11/12/13/14 [0343])

The primary focus of the role will be supporting the work of the VIC-IBT leadership and staff. The incumbent supports the development of portfolio strategy, standard operating procedures, new opportunities and job aides to manage multiple initiatives in the Innovation Brain Trust portfolio. The incumbent will also support executive stakeholder engagement requirements of VIC-IBT leadership and staff, strategic communications, event planning and execution.

VIC program initiatives are designed to enable MISSION Act implementation at scale. Portfolio activities are interdependent, integrate efforts and maximize impact. Passage of the MISSION Act authorized the creation of a center for care and payment innovation focused on achieving cost savings without hurting quality. To support our mission to create and capture value, we intend to develop and implement new solutions across the VA enterprise. VIC strategy and operations will develop and deploy strategies, systems and processes that enable the effective establishment and operation of the VIC organization. The VIC portfolio consists of the following 5 programs; Care and Payment Innovation (CPI), Joint Ventures and Initiatives (JVI), Open Innovation Catalyst (OIC), Internal Innovation Consulting (IIC) and Innovation Brain Trust (IBT).

Program Specialist (GS 11/12/13/14 [0340])

The primary focus of the role will be leading the planning, development and implementation of business processes, performance management tools and other VIC operations analysis required to fulfil our mission. Significant opportunity to demonstrate proficiency with SharePoint Administration, MS Office Suite, and other document processing and data analytics environments. Primary focus of the role will be partnering with the Executive Director of the VIC and portfolio directors to carry out the mission of the office, support integration activities across portfolios and collaborate on special projects for the Assistant Secretary for Enterprise Integration.

Technology and Data Specialist (GS 11/12/13/14 [2210])

The primary focus of the role will be leading the planning, development and implementation of technical requirements required to build and maintain the VIC website back-end CRM database customization and other tools/platform solutions required to fulfil our mission. Significant opportunity to demonstrate proficiency with SharePoint Site Optimization, Tableau, Pyramid Analytics, MS Office Suite, Web Development, Database Administration and other technical environments.

The primary focus of the role will be working closely with VIC strategy and operations staff, senior leadership and collaborating with Office of Enterprise Integration front office staff.
